Membership:

Membership is free. If you choose, goodwill donations are always accepted and
greatly appreciated to offset operating costs.

You are not obligated to be an active street patroller and it is not a
requirement for membership in Neighborhood Watch. Non-patrol participation - serving on committees / task forces
and volunteering for Watch-sponsored programs, projects and events is equally important to our mission.

Watch members must reside in the Village of Johnson City and be at least 18 years
of age. Member businesses, organizations and agencies must operate in the village.

All resident applicants must fill out a membership application. As this is a crime
prevention organization which partners with law enforcement, all applicants will be subject to a background check that
includes a search for prior criminal activity. Review and final determination will be made by the Johnson City Police Department.
Membership may be terminated at any time for unacceptable behavior or violation of the Rules and Regulations set forth by
the Police Department and Neighborhood Watch.

All members will be registered by the Johnson City Police Department. When registered,
you will be issued a Neighborhood Watch membership card. This card is the property of the Johnson City Police Department and
must be surrendered if you move out of the village, resign your membership or your membership is revoked.

Every member will receive organizational literature and a Policy and Procedure
Manual detailing crime reporting, patrol and general guidelines.

Neighborhood Watch Patrollers are not allowed to carry firearms or weapons
of any kind. Patrollers are to "see it - hear it - report it" and are not to engage suspected criminals or attempt to
apprehend.

Members are not to divulge proprietary Neighborhood Watch or law enforcement
information to the general public or use such information for personal gain or agenda.
